It is a separate requirement rather than something to assume every mobile application provides.

A practical example
An inspector downloads an assigned visit before travelling. On site, the application stores answers and photographs locally. Back online, it uploads the submission and shows whether the transfer succeeded. A supervisor can then review it without relying on a message saying it was probably sent.

What can staff do offline?
That depends on the agreed design. Forms and previously downloaded records may be available, while tasks requiring current central information may need to wait. Define the boundary for each workflow.
What if two people change the same record?
Agree a conflict rule. The system may preserve both versions for review or restrict who can edit certain fields. Simply overwriting the earlier change can hide important information.
What happens if a device is lost?
Consider local access controls, the sensitivity of stored information and the recovery process. Unsynchronised work may be unavailable elsewhere, so staff need a clear routine for confirming successful uploads.
Prepare for a useful first discussion
Bring an example of the work you want to improve, a typical record and an exception that currently causes difficulty. Explain who carries out each step and which existing tools are involved. Separate the essential outcome from optional improvements so the first proposal can address a manageable piece of work.
Agree how you will test the result before development begins. The people doing the work should check a complete journey, including a correction or unsuccessful outcome. Use those findings to refine the scope and clarify responsibilities for support after launch.
