Could residents report local issues and receive progress updates through an app?

A local reporting app could connect a description and location to the organisation responsible for reviewing it. The service must explain what it covers and where urgent problems should be reported instead.

Reports need review, assignment and outcome states. A duplicate may be linked to an existing case without revealing another resident's personal details. Public updates should be approved and distinguish reported information from confirmed findings.

Start with one participating organisation and a clear category of issues. Test a report outside its area and a case requiring another authority. The app should show the handover honestly, rather than marking a problem resolved simply because it was forwarded. A reporting service is useful only if there is a real process behind the status updates.
